Hi, the P0410 code refers to the emissions system. The AIR pump puts air to the exhaust to lower emissions. It takes in outside air and pumps it through two one-way check valves into each bank of the exhaust.
Whenever the code is set, the one-way check valves have worn out or failed and allow water (which occurs naturally in the exhaust) back into the pump. In any cold climate, especially in climates with higher humidity, this water may be more excessive. The water partially fills the AIR pump, it can then freeze. When the PCM commands the pump on, if the pump is frozen it cannot turn, thus overloading the circuit and "popping" the fuse.
If you simply replace the AIR pump the problem may return again (and again). If you replace the pump, also clean out the hoses and replace the one-way check valve.

Did you check to see if there is power getting to the pump? Did you check the air pump fuse? Do you have any power at the relay that you replaced? Is there any power at the combination valve? Is the computer able to ground the relay? Is the computer able to open the combination valve? Did the relay check bad? If not, why did you replace it?
The only way to effectively check the entire air pump system is with a scanner. You can perform continuity tests on every wire, but you cannot verify proper operation without a scanner. You must command the air pump on with the scanner and check to see if power is getting to the pump. Without the scanner there is no way to tell if the computer is even able to operate the relay so the pump can get the power it needs. There is most likely a broken wire or bad connector somewhere, but the only way to find this without a scanner would be to physically inspect every wire in the system manually and just hope and pray that the computer is actually sending the signal to the relay. (You will not know if it is a computer malfunction unless you physically eliminate EVERYTHING else.)
DTC P0410 sets when the PCM commands the air pump on and the combination valve open and there is no change in the oxygen sensor voltage. The problem can be in the air pump circuits, the combination valve circuits, The combination valve itself, the air pump itelf (not likely if you can get it to run with a jumper) a faulty PCM, or even rarely but possibly, clogged-up ports in the exhaust manifold. Again, a scanner is required to verify the operation of the circuits as well as to verify that the problem is fixed after repairs are made.

What is the exact OBD2 fault code for the secondary air injection system? as there are more than one secondary air injection fault codes possible. Next did you clear the code after you replaced the electric secondary injection pump? You can erase codes by either using a system scan tool or code reader at the diagnostic connector or by disconnecting the battery negative cable for 5 minutes. Please let me know. Common reasons are the pump is defective, the air injection check valve at the exhaust is rusted out or hoses are leaking or connected improperly. To check the exhaust check valve where the air is injected just remove the hose with the engine running, the valve will make a loud burbling noise and you will feel little or no exhaust pressure from the engine, its function is to let air into the exhaust but not let exhaust out, they rust out fairly often on older cars..
