Question about 1993 Cadillac DeVille
Makes a clicking noise, takes 2 or 3 tries sometimes before it will turn over
These cars had issues with the antitheft system. When the system faults, the starter will get turned off. Normally indicated by a light on the dash that says SECURITY or ANTITHEFT. This link explains the problem.

It sounds like your batery is empty.
Or maybe your start rotor is a bit stuck.
if so give it a hit with a rubber hammer that can help loosen it.

2 possible problems could be low charge on the battery (if it's the original battery it's definitely time for a new 1) a slick serpentine belt could also cause a low charge on the battery. A bad starter will require more and more energy to start the car until eventually it won't start the car at all.
