Question about 1996 Pontiac Sunfire
Turn on the emergency flashers(e-flashers)if they work check the bulbs at the same time.if this is good then check the fuses.you may have a problem with the turn signal flasher needing replacing.this is a different flasher than that of the e-flasher,looks the same but a different flasher.usually located on or around the fuse panel under the dash.the brake light problem could be a misadjusted switch or a bad switch.the switch is at the base of the brake pedal and has two wires to it.one wire will have power all the time and the other wire will only have power on it when the brake pedal is pushed.if not then the switch will need replacing.check for broken wires at the switch as these sometimes break causing a problem.

SOURCE: need to replace the turn
Have you checked the fuses check for a blown parking light fuse.The reason the dash lights turn off is so that you'll know when the tail lights are not working so that no one rearends you.

SOURCE: Turn signal & 4 way
I'm not sure that there is a relay, but the problem is most likely the flasher unit is faulty & needs replacing, you should find it under the dash on the drivers side, it may be a square or round unit with a connector plug on the top, when you remove the plug there is three terminals on the unit......hope this helps......cheers.

SOURCE: Signal and brake light problems;
Replace the turn signal switch. They can be fixed if your up to it, but you have to disassemble the switch. there are parts that have to go back in the right order. Let me know. The longer you let this go , you will start to lose the headlights. All the outside lights run threw the turn switch.
