First thing u have to do is use a scanner to read the code if u dont have one u can go to autozone or some other auto parts they can scan you car for free but your problem is the speedometer cuz check engine light and the fail with the speedometer is completely diferent things if check engine ligh still on u have other problem good look

SOURCE: speed sensor and overdrive
On your honda , This problem is common.
The SPEED SENSOR come damaged, Affecting the Overdrive Funtion and Speedometer
And give the Code to the Engine (check Engine) and The transmission. (S light blinking).
I recomend as Initial step.
Inspect the Speed sensor and the Connector,
If they Look good Replace the SPEED SENSOR.

You can take your car to Auto Zone and they will scan the codes for FREE. They will also let you know the part causing the problem. 99% of the time it's a sensor that you may be able to replace yourself if your handy with cars. Without the codes, it's random guessing to fix the problem.

If not mistaken on a 95 it is cable operated not electronic. So check if it is connected securely behind the speedo head. The cable goes through the firewall into another box behind the wall. From that box which is where reset button is located, the cable should go directly to the differential housing of the transmission.
