Short of using a cutting torch, how can you get to it? There is NO opening from the engine compartment to the inside fender.

2008! Well I just now saw your question, since I was doing the same job on my 1988 civic hatchback. The side marker/turn signal/parking light lamp needed those 2 bulbs replaced on, on each side.
I tore into the right side first. I unscrewed the 2 screws, but to no avail. I wiggled it hard, and stick screwdrivers in there to pry it out. I knew I was going to break something. Then I cracked the glass. I can glue that back on.
Then I just went for it. I kept pulling until it snapped out.
Turns out insider there were these 2 "bracket clips" that you could only get at...if you broke the thing off, like I just did. They are plastic, and snapped off, brittle-ly broke. But I got it off. Honestly, there is no way, on this car, to get those off without breaking them off. That internal bracket is not accessible. Perhaps, I would have to take out the whole headlamp and then I could access these brackets. Headlamp dis-assembly seems extremely time consuming. Not even sure if that would work.
With the new side marker part being $29 on rockauto, I might as well buy two. I plan to break off the other side sooner or later too now.
I think the past owner must have gotten replacements, and they came like this...as if they are one whole piece together with the headlamp, put in together as one, and to be taken out as one!
But maybe you have the same deal.
Those two screws, well I put it back together, and it holds it in. It's not a tight fit, but it holds. Now I have to order those bulbs.

How to replace passenger turn signal bulb

The side marker light must be removed in order to get at the turn signal light.
There are two screws holding the side marker light which is situated above the turn signal.
Open the hood.
Remove the phillips head screw at the top of the side marker light.
Using a long #2 Phillips screwdriver, remove the screw on the outside of the side marker light. This can be seen by looking between the lower side of the side marker light and the top side of the turn signal.
The side marker can be moved.
The turn signal has one screw on the top of the fixture that must be removed.
Slide out the turn signal fixture. There is a small feature on the lower front corner of the turn signal fixture that you must note to properly reinstall the turn signal.
In order to get to the bulb, rotate the bulb socket 1/4 turn CW or CCW. The bulb socket is loose.
The bulb is simply pressed into the socket.
Not sure of the type, but it can be found at your locale auto parts store.
The bulb is used in several places on the 1994 GC, so get apacket with two, if possible.
Assembly in reverse. Be careful not to overtighten the screws as they are replaced

  • Turn the engine off and approach the side of the porsch with the burn-out side-marker light. If you are replacing both, start at either side; the replacement procedure is the same.
  • 2 Remove the screws from the plastic fender liner. Peel back the liner to access the area behind the fender.
  • 3 Reach your hand inside to gain access to the side-marker light's backing. Push the backing forward to release the side-marker lens; it's held in place by small clips.
  • 4 Grab the lens on the outer side and turn it over to access the back. Gently turn the bulb to release it from the plastic lens.
  • 5 Pull the bulb straight out to remove it from the electrical socket. Insert a new bulb, but do not touch the glass part of the bulb with your hand.
  • 6 Push the new bulb into the side-marker lens. Turn it clockwise to install it. Push the side-marker lens back into place. Apply gentle pressure to the lens to pop it back into its mount.
  • 7 Replace the screws along the edge of the fender liner.
