There is not one on the 4-cyl just for the fuel pump. It is supplied by the EFI 15A fuse thru the EFI main relay and the circuit opening relay. See here p 177

On the V6 it is similar, see p 575

Does 1996 Toyota camry have fuel pump sensors ?

Only in California, and then it is not on the fuel pump, but is a vacuum sensor on the fuel rail. Regulation of fuel pressure is done by mechanical means, and the fuel pump just runs unregulated. See here p177

My 1996 Toyota Camry will NOT start or stay running UNLESS I have a obd 2 reader plugged into my fuse box. WHY???

I have been researching your problem for two hours and can find no reference to indicate what would cause this. It's possible that a fuse or relay going to the fuel pump is not working, and the scan tool is basically bypassing the fuse or relay and allowing the fuel pump to operate. The other thing that came ot mind was the immobilizer being activated due to an interruption in the battery power to the computer, and the scan tool is temporarily bypassing the immobilizer. Are you getting any codes from the scanner which might indicate a problem? I am assuming your diagnostic port is located in the pull down fuse box which is hidden behind a door in the dash. Once you unplug the scanner, make sure the fuse box is returned to the stored position before trying to start the engine. These are only suggestions that, hopefully will help solve your dilemma. Quite frankly, I am baffled at this point.
