If the fan is inteded to run with the key off the problem is most likely a bad temperature switch / sensor. A switch is easy to troubleshoot, contacts are closed with low resistance. A sensor you will need the book to tell you the ohms at each temperature. If this is correct it could be in the computer. See cars use one sensor to do many things (indication, fuel enrichment, fans, etc). I always buy a factory repair manual for my cars. The $100 investment is always paid me back.
