Second gear is the default gear for "limp-in" mode. There is most likely a problem with your Powertrain Management system that is causing it to go into limp-in mode. The ONLY way to find out what is causing it, is to scan your onboard computer network and retrieve fault codes, which will tell you which of the many circuits and systems monitored by your computer is malfunctioning. Otherwise, you could GUESS for weeks and never get it right.

It is common for rpm's to increase, as the acceleration increases... That is when the transmission comes into effect, when the RPMs increase, the next gear is then shifted into.
if the RPMs continue to increase, then the transmission is not shifting. It's possible that you have a transmission or torque converter problem.

My 1999 dogde caravan stays on first shift. What should the problem be?

The default gear for your caravan when there is a transmission issue is second gear. If it is stuck in second gear than the check engine light should be on. The OBDII code stored in the PCM should be a P0700. This code is to let you know there are transmission codes stored in the TCM. You will need a high end scan tool to get those codes. Once you know those codes you will have a much better idea of what is causing the transmission problems. Let me know if you have any questions and I'll do my best to answer them. Most likely the second gear section of the transmission has gone bad. There are 3 or 4 different gear sections or assemblies in an automatic transmission, when they go bad, they go bad.

might be in limp in mode.check fluid level.if fluid level is ok unhook battery for 30 seconds then recrank vehicle.if it does not shift gears or does shift a few times then quits again would suggest letting a transmission expert look at it as you might have a sensor problem or a leak internally.

Yep ,sounds like limp mode ,should be in second gear.
Try,key on engine off,depress accelerator to floor 3 times within 5 seconds.Should reset trans.
