P1413 is the electric secondary air injection pump related, most times the issue is with one of three things, the relay for the pump motor is defective, the air injection hoses havwe come off at the pump, or the pump motor is defective, do you hear the pump run when you jumper the relay? check that first.

It is located behind the RF parking light, follow the hoses from the engine.

93 3003 MERCEDES 2.8 DIDNT PASS SMOG NO CHECK ENG LIGHT ON SMOG GUY SAID EGR STUCK IDILES A LITTLE ROUGH BUT RUNS GOOD AT HIGH SPEEDS WHAT DO I DO?

run the fault codes to ensure that the EGR valve is faulty. Engine lights to not always come on unless there is something drastic going on with the engine /gearbox so that you can stop the car before damage is done.

MIL/Check Engine Light will not come on during start up to pass smog 2000 Ford Mustang

There should be a 10amp fuse in the fuse box for the instrument panel that powers the light. The light is grounded by the computer.
Have you checked the fuses in the passenger compartment ?

2000 ford Mustang clutch

Before attempting any work on your car go and get a Chiltons or Haynes manual (from your local auto parts store) for your year/make/model. It will cover several years and models, but has detailed instructions with photos on how to do just about anything you need to do. Secondly, I suggest you get a buddy to help you. The tranny is heavy in your car, and if not done correctly could put you in the hospital should it land on your head. Replacing the actual clutch really isn't that hard in a Mustang. Its getting the transmission out and back in (probably while the car is on jack stands) that can be hard.

84 Mustang check engine light issue

If your 84 mustang is fuel injected, it has a check engine light. If it is carbeurated (like mine) it does not. 85 and up are EFI, 84 was the crossover year.

Timing chain

It may need a timing chain but before you blow the big cash on that, you should have your timing put back to where it is supposed to be. This is done by twisting the distributor. The tech has retarded your timing to get it to pass, but that really is not the correct repair. The car likely has a bad catalytic converter or something expensive and he was probably trying to save you some money. The problem is, when the timing is low, the car loses power and gas mileage goes in the toilet. Take it to another shop and have the ignition timing corrected and deal with the chain when you can. How many miles on this engine?

HELP

Well, you could place some quieter mufflers on the car. I don't know what you mean when you say the car runs hard. Rough maybe, or what? You need to be more specific.
