The serp belt tensioner will be in between the alternator and the power steering pump. Use a 3/8 ratchet and insert it into the square hole of the tensioner. Rotate the tensioner to remove the tension from the belt.
It doesn't hurt to draw a picture of the belt routing before removing the belt. Most GM's will have a diagram of the belt routing. I think yours is located on the plastic cover that is near the water pump.
If you don't have a diagram the belt is routed like this.
From the crank pulley the blet goes to the a/c compressor then under the water pump pulley then over the power steering pump and the alternator. then down to the p/s pump, over the tensioner pulley and finally ending up at the crank pulley.
