Car not starting or turning over indicates towards multiple possibilities. It can be issue with battery or weak battery. But if battery checks out ok, then it can be starter issue or faulty alternator or problem with low fuel pressure or no spark at spark plugs due to dirty spark plugs or faulty ignition coil or injectors getting cracked or dirty and needs to be cleaned.

To confirm the problem, the basic troubleshooting is required.

Check for a bad temperature sensor. If there is any code, read it with a scanner, and it will usually tell you what is going on.

SOURCE: 1996 F150 will not start. Turn key and nothing

if you hear clicking at the starter solenoid, then hit the starter with a hammer a few times,if it turns over a little, then either replace the brushes in the starter which is about $20.00 or buy a new rebuilt starter for about $90.00

The starter electrical circuit on your vehicle doesn't use a relay like that . It's mounted on inner fender . Big thing .

I just replaced battery and alternator on my 1999 ford f150, still wont turn over, need advise

I'm assuming you mean it won't crank.I believe Fords still have an external stater relay, try shorting acroos the two large terminals with a screwdriver. If it cranks by doing this, verify you get 12 volts on the smaller wire when you turn the key to the start position. If you do,then its the relay.

Is it starting out in 2nd. too? If so you may have a blown fuse or you tore some wires off. If the trany loses it's electrics it will go into the limp home mode. It will only have 2nd. and reverse. GM vehicles do the same thing.
