Fuel burps out filler hole when I refuel,

you need to check the breather hose from the fuel filler going to the tank. you may need to replace or fix them to avoid air pocket while filling gas.

FUEL FILLER PIPE DIAMETER? i just bought a 99 cougar, needs a new fuel filler tube to pas inspection. the part new cost 350, and i dont have that kind of cash. so im going to rig a fuel filler hose onto...

Is the actual filler tube rusted or busted? If so just get a new one from the junkyard, Id not recommend you rig it with a piece of hose for a lot of reasons.

Now if your talking about the little piece of hose that connects the filler neck to the tank, you just need to measure it, and or bring the hose into a parts store. They usually do those hoses in millimeters.

What is the rubber hose coming out of the fuel tank, it has some sort of fitting that goes into the tank, and it is leaking gas

sounds like a filler tube grommet....? filler tube hoses r normally 2 to 3 inches in diameter.purge hoses r way smaller like 5/16 or 3/8 inch diam. these smaller hoses have connections mayb plastic with clips, they usually have rubber o rings on the inside of fittings ,may have rotted /cracked orings

Mercedes water mixed with gearbox oil

The gear box and the engine are separated by a clutch and flywheel in the manual and a torque converter in an automatic so I am little puzzled as to how water (presumably engine coolant) got into the gear box. That aside, the only remedy is to drain the gear box and replenish with new oil.
On the other hand do you mean that water is the engine oil if so this will need to be drained and renewed. The only source of water contamination in the engine oil, other than the inadvertent adding of water via the oil filler cap, would be a cylinder head gasket failure allowing water to leak from the internal passages into the oil ways. If that is the case the gasket will need replacing.

Oil change

Suggest getting a mighty vac type oil suction rig. You dont get messy if you remove it from the filler tube and get more old oil and sediment out.

The ORVR (On-Board Refueling Vapor Recovery) system consists of a unique fuel tank, flow management valve, fluid control valve, one-way check valve and vapor canister.

The ORVR (On-Board Refueling Vapor Recovery) system is used to remove excess fuel tank vapors. This is done while the vehicle is being refueled..

Fuel flowing into the fuel filler tube (approx. 1 inches I.D.) creates an aspiration effect drawing air into the fuel fill tube. During refueling, the fuel tank is vented to the EVAP canister to capture escaping vapors. With air flowing into the filler tube, there are no fuel vapors escaping to the atmosphere. Once the refueling vapors are captured by the EVAP canister, the vehicle's computer controlled purge system draws vapor out of the canister for the engine to burn. The vapor flow is metered by the purge solenoid so that there is no, or minimal impact on driveability or tailpipe emissions.

As fuel starts to flow through the fuel fill tube, it opens the normally closed check valve and enters the fuel tank. Vapor or air is expelled from the tank through the control valve and on to the vapor canister. Vapor is absorbed in the EVAP canister until vapor flow in the lines stops. This stoppage occurs following fuel shut-off, or by having the fuel level in the tank rise high enough to close the control valve. This control valve contains a float that rises to seal the large diameter vent path to the EVAP canister. At this point in the refueling process, fuel tank pressure increases, the check valve closes (preventing liquid fuel from spiting back at the operator), and fuel then rises up the fuel filler tube to shut off the dispensing nozzle.
