HOW FAR DO I NEED TO DRIVE TO LET PCM RUN ALL THE TEST CANT GET 02 HTR AND EVAP TO CLEAR

Generally speaking, its 100 miles of both city and highway driving.
So about 50 miles of each after the engine is warmed up.
Can be in more than one trip, but the engine must be at operating temp before the process starts.

2000 Dodge stratus - runs ok but at times will "chug" or misfire driving down highway - think its an electrical issue as it will almost "act up" when using cruise, turn signals, air conditioning, etc.

check the vacuum lines for leaks first, since the cruise uses vacuum to pull on the gas pedal, and ac controls use vacuum to work the baffle doors in the ductwork..then start looking for loose connections on these 3 itemsrepost findings

2000 es300, sometimes surges - last time it seem to lose power could only drive about 20 miles per hour

Check for failed EGR Valve or system component

If the valve has a vacuum hose going to it ,disconnect,
plug hose & test drive to evaluate bad valve & high vacuum
signal as you suggested

Truck shifts out of gear at 50 to 60 miles an hour jumps in and out of overdrive at those speeds

check the tps ( throttle position sensor ). a bad tps causes transmission shift issues, bucking, jerking, idle surging, engine cutoff, hesitation on take off, surge while cruising down highway. am not saying this does the trick, but it is a good starting point. good-day !

I hear a knocking nosie in the front of the car and it stops when i reach about 50 miles per hour and will start again when i slow down or stop at a light or stop sign. the cv joint has been replaced on...

so the noise changes with vehicle speed and NOT engine speed?

did they also replaced the intermittent shaft and bearing

however, this cause more of a humming noise than knocking

therefore start looking at transmission concerns

2000 dodge stratus tranny problems

there is no up shift sensor or down shift sensor,
there is a output sensor,input sensor,speed sensor,
you need to have your TCM checked to see which of these are at fault.
