Probably needs a new ignition cylinder, the wires for the pass key chip inside the column tend to break after a while. i have repaired the wires in the past, but it is actualy better to replaced the assembly, you will also need to get new keys cut for the new cylinder, who ever cuts the keys will also need one of the old keys to check what pass key chip that you need.

You may have a failed ignition lock cylinder The wires that are attached to the lock cylinder are probably broke therefore the resistor value of the key pelet is not getting to the theft system module there fore without tha signal the car will not start. to repair the car will need a new lock cylinder and at least one new key
Almost always the key is not at fault. I know for sure heat changes the resistance of the key but it does not happen as a usual thing you would have to apply physical heat. Contact me at firstname.lastname@example.org

Replaced Problem Solved. What Is Happening Is Your Key Has A Chip And That Chip Is A Resister And When The Valve Is Not Sented To The Computer It Disengages the Fuel Pump And Than Tells You To Wait. Soon All That Will Happen Is You Will Get The Wait 3 Mins And It Will Never Start, A Good Locksmith Can Take Care Of This For You And That Will Save You Some Money. Cause If You Go To The Dealer Ouch They Will Hit You Up. But I Asure This Is How It Will Happen Cause It Is How It Happen To Me

I just had this same problem with a '96 . do you have a vats key in your '94? you need to bypass the VATS system. read some of the blogs on this site and it will tell you how to do it. I fixed mine with a $2 resistor from radio shack.
the wire that goes to the ignition to the anti theft device is probably broken if you call a good locksmith they can go in through the steering column and fix it same thing happened to my 95 eldorado apparently cadillac designed the anti theft system to coincide with the ignition and is connected to the ignition with two wires that turn as the key is turned the wires twist and eventually they wear out
