You are talking about the turn signal flasher unit correct?
This is not where or what you would expect.
It's all contained in the 4 way flasher switch located on the same panel that hold your climate controls.
They engineers at VW put the entire flasher control unit on the back of the switch for the emergency flashers.

well first off you need to have the codes checked and go from there there are many reasons that can cause the engine light to come on. when you find what codes are stored in it you can go from there. as for the turn signals most of th time i replace the emergency flasher switch. but it wouldnt hurt to check the fuses first.
The fuse panel on 2002 VW Beetle Turbo is located behind a plastic cover on the driver's side end panel of the dashboard, door open. The fuse no.# 1 - 10A (red colour) is for cigarrete lighter. See pictures below:

I had him fix my car before and ever since then my beetle is problem free. He's the one you want to talk to, he's way better than any dealers. we were just at the ball field today and guy was having the same problem another father at the ball field was a mechanic. and he was telling us to see if it blinks it will blink a code. but ya have to be careful working on any of the conections you dont want to set off the airbags.Not alot of help but maybe point ya in a direction.
i beleve the flasher on this cars, i suppesed to have a ground cable
most of times it is brown color, try to locate the flasher and make sure you have the ground and also the ignition switch power going to the turn signals flasher
