Question about 1990 Jaguar XJ6
I do have head lights,brake and turn signals. I've checked the the fuse panel locations and all fuses seem to be good.
If the fuses are OK maybe there's a cut off between wires from fuses going to your load (panel lights, side lights); or try to check your power relay.
