I would start with the simple stuff, do you have a CEL light? I would check all tune up items, also how many miles are on this car??

Hi,
You need to get your engine coolant thermistor checked and tested. This is what tells the ECM when the engine temperature is at normal working temperature and turns the idle down.
But when the idle won't come down from cold to warm this is usually the main fault.
Hope this helps.
Thanks

1991 Buick Regal will not start on cold mornings. Battery has been replaced. What else could it be?

Higher cold cranking amp rating on the battery. 850 or higher. Those old Buick motors get heavy in the cold

Get the fuel pressure checked after you change the fuel filter. The magnet on the came gear will most likley need to be replaced. The timing cover will need to come off to do this. While you are in there replace the chain, cam thrust spring and tensioner too. The cars with 3800's will usually shut off when the crank sensor gets hot after driving. Cooling it with a spray bottle of water will sometimes make them run. As for you case when it acts up spay it and see if it clears up. If so replace it. What are the engine codes? reply

Engine seems to be loading up with fuel and won't preform

It depends on the year model and make of vehicle and the type of fuel delivery system (carburator or injector ignition.). It could also be the EGR valve.

Heater no working on 1991 buick regal 3.1

It probably has an airlock - so needs the air leting out of it.

If you have the bleed screw on the pipe that goes from engine to bulkhead, then, with engine cold, and heater turned to heat, start engine( KEEP CLEAR OF FAN / BELTS ), and undo bleedscrew to let out air. STOP ENGINE. Refill coolant to mark with antifreeze mix.

If this soes not solve problem, it could be more serious - either blocked matrix or if you only find steam regularly - it's a head gasket problem - requiring replacement.

An air ambient temp sensor wouldn't have that kind of effect on the engine. I would lean more towards the CTS. Also I would check the vaccum line running into the MAP sensor as well. The mileage doesn't indicate a converter issue.

1991 buick regal , 3.8lt,

1991 3.8 liter engines used a Mass Air Flow sensor in the intake tract (measures incoming air) instead of a MAP sensor. The MAF sensor is located on the engine just behind where intake hose is attached.
