You may have an engine vacuum leak/bad fuel system or electrical fault. With the loud whistling sound id go with vacuum leak.find where that noise is coming from and block it off to stop it leaking if it is a vacuum hose or other leak,Make sure your air box and tube to the throttle body are not loose and correctly mounted. Is the air filter clean and air box properly locked down so it can only get air from the intake tube and to the throttle body ?

Sounds definitly mechanical. Also symptoms of spark plug failure or ignition failure of sort, spark plug wires, cap , rotor or coil, or coil pack, ignition module, etc... Therefore the shaking and rough idle. Also a loose terminal at the ECM (computer) would also cause the (miss-fire).

Any difference after filter being changed? I'd save money and leave coil, but would do wires and plugs. Make sure you buy Champion spark plugs as noted in manual, or on sticker on underside of hood, or on rad support area. Champions work better in Chrysler/Dodge products.

97 Neon Expresso, Schreeching Fan

Both your air con and defogger (I am assuming you mean front windshield defroster setting, and not the back window) engage the air conditioner pump/compressor.

The screeching can be either a bad belt or a bad compressor.

How long has it been since the belt was changed? If it is old, and slipping, it will cause the screech at speed.
If the belt has recently been changed, and is adjusted properly, I would start looking that the air compressor pump.
