You need to remove the steering wheel with a puller then remove the screw holding the blinker lever now remove the three screws holding the directional switch you will need a special tool to remove the steering lock ring if you don't have this tool you can not remove it after you remove the ring remove the buzzer contacts and remove the screw for the ignition cylinder and put in new cylinder

I have 1991 Oldsmobile Cutlass Ciera, I am trying to do the turn up by my self. But I am not to sure What the turn up consist of. Can You please help?

If you are referring to a "tune-up", then for a complete tune-up for your vehicle you will need to replace the ignition wires (spark plug wires), spark plugs, air filter, the fuel filter, and also the pcv valve. There is no distributor in your vehicle so that is all that a complete tune-up for your vehicle will consist of. Here is a firing order diagram for both engines that were available for that vehicle to help assist you replace the ignition wires, and let me know if you require any further assistance.

Ignition won't turn to start the car

the lock cylinder may have to be replaced, have you tried moving the steering from side to side while trying to turn the key, if you do need to get a new ignition lock cylinder have a lock smith key it to fit your old keys
