When the temperature is under 40 degrees the brights won't change to dim at all. All other times turning right causes the dimmer switch to go from dim to bright....ONLY right turns. Turning left works fine.
The solution is to replace (or possibly repair) the turn signal/dimmer switch.
The switch has three contacts and a slide which control the bright lights and is filled with dielectric grease. When the temperature goes down the grease gets a little thicker and the slide won't work very well.
The switch has two screws and one plug and can be accessed after removing the top steering column cover.

Hello, The first thing I would check is to make sure that your fuses are good, a lot of fors have a specific fuse in the fuse panel for low beams. As well believe it or not I have seen more times than I can count that both head lights need to be changed, I know it seems weird both going at the same time but it happens more than you can imagine.

Replace both low beam headlights. It's common to have one headlight burned out and you may not realize it for months. Then the other one goes out and "puff" you have NO low beams.

I guess that means replacing the bulbs didn't work? The only other thing might be the dimmer switch. Its located on the bottom of the steering column, about halfway down fron the steering wheel.

The headlamp switch is retained to the instrument panel by a tabs
which are located on the switch. This procedure must be followed exactly
or damage to the switch and/or instrument panel will occur. This
procedure releases (lowers the tabs into the switch body) so that the
switch can be puled out.
Rotate the knob counterclockwise until the knob points to the
OFF
position then rotate the knob clockwise one full turn.
Remove the headlamp switch from the instrument panel and...
detach the electrical connectors from the switch
