Does a dragging starter on a turbior diesel keep it from stareting
The way it sounds like you burned up the starter, or the starter silonoid. take starter out and have it check. if it does work correctly then check the silonoid. I have had the same problem a couple of times. During winter make shure your batteries are fully charge, and turn the ignition on and wait for the glow plugs to heat up.

I turned truck over in cold weather, took quite awhile to start and put some wear on the batteries, I recharged the betteries. Now the truck will not even turn over at all. Plus I smell a burning smell, smells a bit like and electrical burn, what could it be? It is a 96' 350 diesel Ford

It needs to spin over at correct speed so if it is dragging causing slow turn over then yes it can cause
