Sorry I did not notice the make, model in the posting when I clicked on your posting.

I had a similar thing happen to me on my F-150 and it turned out to be a failure of a part in the steering
column. It cost me about $500 to get it fixed. I'm a retired electronics engineer and I wouldn't even attempt to tackle the steering column.

Hope I'm wrong but suggest you have a shop with a computer check it out and give you a quote.

Good luck

Locating 3 amp fuse to radio which is secondary fuse after main fuse at the fuse block under dash. Followed wiring diagram which indicates fuse should be near or inside radio enclosure.

Question edited for clarity, 'fuse', unless you light it 'fuze'.Question moved to sub category.

If the radio has an inline fuse, it will be within 82 of the plug at the rear. They are built into the harness. Unlikely because there are three fuses covering audio.

Where is tail light fuse for Chevy Malibu 2003?

The fuse for the horn can not make it blow.only a bad horn switch/button can do that. The tail light fuse should be marked in the fuse panel. If you have the vehicle manual you can most likely find it in there.

Horn and brake lights

This happend when you put a new sterio? Now your horn and tail lights dont work. Well some models require and extra harness to make the after market sterio work, check in to that. Or a fuse, make you where the wire is and trace it to see if it goes to the radio

Geo tracker lights and radio not working

power loss.
any good car elect. tech find this pronto.
just takes a volt meter to find the voltage drop point.

top fails:
1: corroded fuse box on right front finder (under fuse box)
2: did you say it kills motor too. cant figure above.

what about heater fan, it uses tons of current.
as does HL followed by tails.

20amps, 15amps and 5amps respectively

you have resistance some where.
and load , kills the voltage .

for me.
i'd:
check battery voltage , when it dims out.
then of ok 12.5v is ok key on,not started.
then check voltages at a right fender , fuse panel
all points there, 12.5vdc , same as battery v.
if OK
then
check voltage at the fuse above right knee
with load full, hl, fan, brakes, just key on.

now you know what circuit is fail ing by now.

report back with this facts.
