Make sure the heater tap is working .Check that you have water flow through the heater radiator core.You could remove the heater hoses and use a garden hose to see if water will circulate through the heater.It should flow evenly.If that isnt the problem you will have to check that water is flowing through the engine.Put the garden hose up one of the removed hoses and see if water flows out the other hose.once again a good consistant flow is required .Let me know how it works out.
