When you run out of gas it really overheats the fuel pump, it is very small and compact, and it needs the gas around it to cool the heat of operation, I will bet you have burned it out, check the fuel pressure while cranking.

There is a fuel pressure test valve on the top of the injectors at the fuel pipe that connects to the injectors, it looks like a tire valve, it is made out of metal, you will need a test guage to check this, most auto parts stores sell these (Kragen, Auto Zone etc.), they are cheap. Make sure you check the fuel pump cut off switch also.

I would still test the fuel pressure, but if you smell gas then it is most likely ok, the thing that puzzles me is that if the injectors are getting a signal inject fuel then the ignition should be ok, check to see if you have spark and let me know, it could be as simple as a bad distributor cap or rotor, not sure at this point. It could also be the ignition coil.

Check the MAF sensor, but if you have fuel be injected and spark then the engine shopuld run, what about the valve timing, did something happen there?

I ran out of gas but after i put some in it wouldnt turn over so i pumped the gas in attempt to get it to start, but it would not completly turn over (all power works) then it stop trying to turn ove

that advice is true a jump start should give you enough power to start vehicle ,but the real problem might be in the fact that you ran out of fuel and have maybe tripped out a sensor , by all means try the jump start ,make sure the vehicle you use you keep that engine running with a little revving to give a boost to your vehicle, if it still wont start have the OBD codes read and cleared as the gas supply was cut may have a sensor code that will prevent starting

running out of fuel sucks the dirt off the bottom of the tank it might have caused it to fail i think you can get to it from under the back seat you can see if the pump has power there as well

Sounds like your TPS is receiving full resistance. If cable type check cable and the lever on the throttle body, if fly by wire then it may need a new TPS

Ran out of gas wont start now

if its petrol engine bang bottom of fuel tank while some one else cranks vehicle over if it starts good just pump jammed if it dont buzz to life and you cant hear fuel pump buzzing ceck for power to it if thats there replace pump. running out of fuel kills electric fuel pumps internally in petrol tanks.

if its diesel you must bleed fuel system taking extreme care if you un do lines some very high pressure

Ford probe

The fuel pump is very small and located in the fuel tank, these pumps are cooled by the gas around them, if you run out of gas it will overheat and many times fail, this is common.
