The wipers only work on hight
Most likely the cause of this is because of the switch not operating properly. The wiper switch circuitry has 3 different diodes. One for high, one for low, and one between the 2 relays that run the motor. One relay turns the juice on and the other determines if it's high or low speed. On/off is relay 39, high/low is relay 40. You'll find them under the hood. Lift off the battery cover, then the fuse block cover. On the underside of the fuse cover is the location legend. The diode is #27. Check it for pass/no pass with a small light while unplugged from the circuit. Also try swapping the two relays with each other. This will determine if the problem is the switch.

The wiper motor is commonly replaced and was often not the problem. Don't replace the motor yet. maybe it's not the motor. It could be a fuse or something at the wiper switch. The wiper motor has two windings, fast and slow. The wiper switch sends a ground signal to each motor winding. More often, there are problems with the relay, or at the wiper switch, or in the cable to the motor.
Don't be too quick to replace the washer pump. The problem is often just a clog in the sprayer heads. You can clean out the sprayer holes with a needle, some have two holes, so look closely. Hope this helps.

Ya i have a 2000 mal myself that sounds like the switch because if it was the motor the high speed would not work either.

look at the check valve/one-way vacuum valve (located behind the rear left paneling). chances are that the valve is broken and leaking. remove the valve from the hose and replace it.

1. It's hard to know what you mean by groan. Is there a problem with the wiper motor or is it just noise from the wipers riding over the new glass?
I hope the wiper mechanism was not damaged during installation of the new glass.
2. I will assume it's just the wipers on the glass. If that is the case you should first try:
a. Clean the glass with a strong glass cleaner and water and flush well.
Dry off with paper towel/ Do this a couple of times.
b. Carefully check that there is no damage to the wiper arms cause by the windscreen replacement people.
c. Replace the wiper rubbers with new inserts. Make sure you get the correct item for your vehicle.
3. If you are still getting the "groan" you will need to investigate problems with the wiper mechanism/motor. Your vehicle should still be under its new car warranty. However any damage caused by the windscreen people cannot be claimed on warranty of course.
