Question about 1999 Cadillac DeVille
First check your water pump belt, it is on the left rear of the engine, remember the engine sits sideways. It is to the left of the throttle boy. It has one small belt with a black metal cover over it. With the engine running, make sure the belt is spinning, driving the water pump you can't see. If it is, you may have blown head gaskets.

Your cylinder head bolts are the most likely cause they pull out of the block, it is a GM design flaw.
