The relay should be in one of the fuse boxes my corolla's was in the fuse box under the hood

There is a small black plastic box under the hood that contains several circut breakers. The breaker for trailer towing is located here.

basically we can swap any of the relays as long as they have the same pin configuration
Basically, a relay is used so that a computer can control a small current to SWITCH a large current
however, without know what specifically is wrong I would be giving you a long to-do list to "fix" tail lights
