The fuel filter in 2004 Kia Rio is located back on the driver side by the rear wheel. It is easily identified. It's a black cylinder with three hoses going to it. It's before the tire. It has a metal strap around it. the strap is held closed by a bolt.
Have a look on the passenger side near the real wheel underneath near the fuel tank its should be located there

have looked, i have even followed the fuel lines from the front to the back and the lines are on the drivers side of the car

If you have an 04 kia rio the filter is actually inside the fuel pump itself. I couldnt find mine either so i asked Kia.
