There is a parking circuit in the motor which allows the motor to shut itself off after it lowers the arms to the rest, parked, position even after you have shut off the wiper switch. Sounds like that circuit has gone bad so a new wiper motor is in order. Sometimes these are easy to get at and sometimes they are a real *itch, take a search on www.youtube.com for someone pulling the wiper motor on any late 80s or early 90s Chrysler product, they will all be about the same; or buy a repair manual on CD over on eBay.
First check the relay. It is behind where you fill the washer fluid. take the black cowling off then remove the washer tank and there it is. We changed the fan (major undertaking) and it would work then not. After taking it apart again we discovered the relay switch. it is also way cheaper to fix
remove the hoses at the temp conection inspect them to make sure they are good them follow the one that comes from the pump housing goes to the top of the heather core outlet and the return one to the bottom this may be a bit diferent if the engine is 6cyl or 4cyl.
