Most common cause is a bad power steering line. Clean off the power steering pump and refill it with fluid. Then, while the car is running, have someone turn the wheel from side to side while you observe the power steering unit. If you're unable to see fluid leaking from the fittings on the lines, the leak will likely be due to a kink in the line further down.

98 ford windstar/ power steering pump changed twice as of this week/ makes a loud whinning noise /can'tn keep fulid it, lines have been changed, no visiablem leaks,

Either you have air in the system cuasing the pump to " cavitate" or not enough fluid or the wrong fluid.
Are these pumps you put in new, used or re-built ?
Fluid HAS to be going somewhere.

If front end steering linkage and ball joints are free, likely the pump has worn out and is not making enough pressure.
