What does fuse #25 go to?

It goes to all the things you mentioned and then some. Sounds like you may have hooked the battery terminals up backwards.

Hooked jumper cables backwards, now windows wont roll down, air cond fan wont turn on, no power steering, All the fuses say they are still fine. Where do I even start?

This is unfortunately not good, You will have to take it to a auto electrician. Hyundai is very very touchy when it comes to electrical problems. one wrong move and you can end up in a heap of trouble. this could end up being computer issues. they will have to OBD scan to find problems. This can also set you back a penny. sorry, no good news for you.

throwing parts at it.

I can't start my 1995 hyundai elantra after forgetting to turn off the lights when going for class. I try to jump start it but the car won't start and all the lights keep on flashing and flick

After connecting battery, try using key in drivers door to lock, and /or unlock. Try passenger if that doesn't work, as well as valet key if it came with one.

Battery was installed backwards, and now battery light stays on

It sounds as though you may have shorted out the battery. AutoZone will check your battery and perform a diagnostic scan. Both are free of charge, Unfortunately, I think you'll need a new battery since this one probably won't hold a charge
All the best,

After accidentally putting a battery in backwards, inside lights, radio and keyless entry does not work. Dials go to 12 o'clock then normal when first starting car. Hyundai Elantra 2004

Check your fuses. You may have fried your fuse box when you hooked the battery up backwards. Try looking for blown fuses, burnt wires, and your battery may have been affected too. Test your battery with a volt meter or take it to your local auto parts store to test.

I jump start my wifes car at night with the cables backwards

I found that while checking my fuses that i had pulled out what looked like a black plastic "fuse puller" that was actually some kind of jumper. I had accidentally re-installed it reversed. I reversed it back to its original position and all lights, clock, radio, etc.. work normal now.
