Yes the fuel pump runs all the time until shut down, all fuel injected cars and trucks are the same, I am curious why do you ask?

Use fuel pressure gauge to see if pressure bleeds off as soon as you shut engine down. Fuel pump check valve is supposed to keep pressure in system.

Engine shuts down

The only way to know for sure is to hook a gauge to the rail and check the fuel pressure when it won't start.
Sitting for a few minutes and restarting is normally a sign of a relay or coil cooling off.
There should be a EEC relay that powers the dist module and ECM.
I know you said you have spark, but it could be something else
related.
Also, if you have spark at the right time and no fuel pressure, you should be able to use starting fluid to substitute.
I don't suppose you have dual tanks and the switching valve is the problem ?

Fuel pump wont shut off

Read page 19 of your owners manual. It's supposed to run about 5 hours after the car is shut off. I heard the same noise and googled it and found a response in one of the blogs. It's supposed to be an "Evaporation Leakage Check"?? To me, this seems to be something Toyota added to cover up a problem they found in their fuel system. Once you turn the key on and off, it will shut off, but likely will come on in another 5 hours.

a fuel pump is only suppose to run for two seconds with key turned on.but if pressure is not adequate then you may have a bad fuel pressure regulator that maintains the pressure until the car has started. the pump may also be weak.

There is a box under the hood next to the battery with fuses and relays.
there is a fuel pump relay and or Auto shut down relay that could be bad.
It shuts down the entire system ignition and or fuel pump.

Hard to start after sit for 15 to 20 min. have changed fuel pump & all sencers that can think of acts like its loosing the fuel to me but not sure?

you need to check the fuel pressure, running it should be around 50psi. and after shutting down try to start, fuel pressure should jump to 50 psi within 1-2 seconds. if it has to build up you have fuel bleeding down somewhere. I have run into dirty injectors that are dribling after shut down causing a semi-flooding condition also there is a check valve in the fuel pump which is supposed to hold fuel in the system for the next start.

You should hear the whining coming from the pump when the key is turned on.If you suspect he fuel pump check fuel pressure if possible or try hitting the bottom of the tank and see if it starts then. The Vortec 4.3 requires a minimum of 54lbs of fuel pressure to start. It will run on less once it is running. Will it start with an alternative fuel such as throttle body cleaner?

I have a '96 cavalier that makes a humming noise in the gas tank within 5 seconds of starting. I have tried two fuel pumps but the noise is still there!!!

Your fuel pump is supposed to hum, when you turn the key it primes the system and it will hum. When the car is running the fuel pump is running and it will hum. If the noise is excessive then try a higher quality fuel pump, it may be less noisy. You will hear the fuel pump on a lot of vehicles tho when you are sitting at a stop light with your radio off and everything quiet in the car.
