If the high mount light works, and you know the bulbs are good, the problem is probably in the turn signal switch.

I get a hissing sound by my brake peddle when I apply my brakes and it does not go away. When I run the engine and depress the brake peddle and hold it there and turn the engine off the brake peddle...

Your bake booster has failed causing a massive vaccume leak when you apply the brakes. That in turn gives more air to the system so the computer tells it to add more fuel thus causing the rpms to go up. Replace it %99.5 chance that will fix it.

The back lights will not come on when you turn on the lights. It is a 1996 GMC Jimmy. The brake lights come on when he pushes the brake in.

check the wires to see if they have power, the connectors for the same thing. then check the relays under the hood, the feet for the prongs and see if that fixes the issue

1996 GMC Jimmy Stopping Problems

sounds like your abs isnt working right. The pulling to the right could be the alignment out, brake pads more worn out on one side then the other or a rotor grabbing better than the other. If I was you I would get the alignment checked along with replacing brake pads and rotors and maybe disconnecting the abs, thats what I did to mine and have no problems anymore.
