Question about 1999 Toyota Camry
Another idea! I believe that the little spring metal popper has wear hardened and broke off. It happened to me though I got out and forgot to open the fuel door first. When I reached back in I was outside the car and as the door opened with the help of the spring clip, for the last time, the broken clip fell to the ground with a tinkle sound and I picked it up not understanding at that time from where it came or what it was.
The next time I went to open the fuel door..nothing! I came in, did a search and found what it was and that it was a common problem. If you don't have the old one to plastic tie back on you can order a new piece that will be more involved to replace.
To get into the fuel tank now, wedge a small (1 & 1/2 too 2") prop under the fuel lever so it's all the way up and go back to the door and with a credit card just pry open the door. It won't take any pressure as it will just swing open.

The cable is probably just broken/jumped off, lift up the carpet and you should be able to open it, by pulling at the end! NOT THE CABLE ITSELF...;)
