Yes its the headlight switch. Rotating it is the interior light switch / instrument light dimmer. I have an '86 Laredo too. It took a little finessing to get the instruments on without the dome lights coming on too. I can do it now without even thinking about it.
Try it while parked, that way you can concentrate on what you are doing.

Yes to both there is a fuse box somewhere inside vehicle check you owners manual for location and fuse number. there is also a swithch associated with your headlight light switch along with brightness control
Check the fuses under the dash on the drivers side, next to the steering column. There should be a fuse puller on the fuse box door. Also a chart of which fuses at what so you can go to the proper fuse. Good luck, Please let me know if this is the solution to your problem.
There are broken wires in the wiring harness between the frame and your driver's side door. These wires control all the windows and door locks in a 95 Jeep. Same thing happened to me. You will have to cut the rubber boot to get it off and check which wires are broken and repair them.
If this jeep is an automatic, there is an inline fuse under the dash by
the glovebox. There is a harness there and the fuse is taped to it.
Check the fuse and see if it is good. Check the condition of the fluid
