Typically the location is the fuse box. check your manual.
but more importantly, what are you trying to solve. If signals work correctly in one direction but not the other the issue is NOT the flasher. Typically the issue is not the flasher, but rather some light or grounding issue...test carefully
Look in the fuse panel and the turn signal flasher is the big round most likely yellow or silver in the corner of fuse panel. The emergency flasher is in the back side of fuse panel right directly behind the turn signal flasher.
Remove the emergency flasher and install it in place of the turn signal flasher and see if this corrects the problem and if so get a new flasher. If this does not correct it problem will most likely be the multi-function switch.

I usuall try to wiggle teh column switch or move it slowly up and down, back and forth to help determine if it has a bad contact. if i cant get a failure (or turn signal) that way I begin the testing at the base of the column. the flasher module is a common failure on those and isnt unreasonably priced. if i had no diagnostic procedure i would try that first. oh yea, try turning the hazards on and off rapidly several times. the signal goes through the four way switch.
What exactly do you mean by everything ese works?
Do you have directionals indicating on the instument panel?
do you have front signals and no rear or vice versa or do you not have any directionals and no emergency flashers?
If you do not have any type of flasher you need to replace the flasher relay in the fuse panel.
If you have emergency flashers and your front signal work but rear do not the primary culprit may be the integrated circuit board that are attached to the composite tail lenses. You can buy the circuit board portion seperate from the tail lense and at a cheaper rate than buying the whole unit. Dealers try to sell the unit as a whole so you might want to pursue other avenues first..
