Hard to start. Also, feels like vapor locking. Stalls while running or driving.

If the car runs for a while and then stalls you should suspect that internal parts of the catalytic converter are lodging themselves in the exaust pipe between the first catalytic converter and the second or between the second converter and the exhaust pipe muffler. When the catalyst chunks partially block the hole the car will stall. To test, try opening the exhaust after the first converter just enough to make it really loud and try driving it to see if the problem disappears. If it does you will have to remove pipe sections until you find the catalyst chunks and remove them.

I'm trying to locate the 02 sensor up and down stream on my 1998 mercury 3.0 dohc could i please have a picture or diagram.

You will, in all probability have to get under the car to see it-you have one in front of the catalytic converter (each side) and one behind the cat (it doesn't really affect how the car runs, it only monitors the car efficency)-the O2 sensors are perpendicular to the exhaust pipe and have a 4-wire harness connected to it. they look like this:

I can feel friction while driving above 15 mph.

If you have a bad wheel bearing then you will have a vibration that you will notice. If that is the case then you have a bad wheel bearing.

If you had a hole in your muffler it would be loud all the time and be even louder upon acceleration. You could check this first by getting under your car while its running and see if exhaust is coming out where it shouldn't be.

Location of o2 sens bank 1 sens 2 98 merc sable.with 3.0

I believe that your car only has 1 exhaust pipe. If that's the case, then sensor 2 will be located after the catalytic converter

Still loud

Have you checked the flex pipe section under the engine, and the gasket between the manifold and cat/flex pipe section? Those are two places they usually start to leak from either a blown gasket, or the flex section rusts out under the protective covering.

Problems w/ power getting to the motor

Check your cyalytic converter and your entire exhaust system for damage. A blocked up exhaust will give you a loss of ower as will a clogged or damaged cat con.
