It could be a number of things...it may be low on freon...the drier/filter may need replaced...could have a bad expansion valve... regardless it should probably go to a qualified shop to be checked out...

When you turn the car off, the air conditioning system will also turn off. This is normal and should not be worried about.

No heat blows cold air

In all modern cars there is a tiny DC electric motor driven gear drive that moves a plastic door that blends heated and cooled air from the AC and the heater core, this is called (interestedly enough) the air temperature control blend door actuator. The motor that moves this door fails because the door starts sticking from warping, most common complaint is no heat but it can be no AC as well. To replace these parts (blend door and blend door actuator) you must remove the entire dash from the car.

I need to manually change my heater over to air condition. 2004 Lancer LS

There should be a blend door behind the dash that directs air thru the heater core and evaporator core.
Look at Youtube for "lancer blend door" for a video on the repair.

My lancer 2004 when I start the the engne the fan is running right away even the radiator is still cold and when the engine is turned of the fan is still running for aobut 3 to 5 seconds before it finally...

engine thermostat is a triggering devise to make the fan's work. seconds before it stop when the engine is off, normal for the engine high temperature but it's sign abnormality in the system. fans also runs when the air conditioning unit is "on" to keep the engine operating temperature for its additional load from the unit. need to check if the air conditioning is in "on" position, especially the engine thermostat it may be stuck.

There is no heat or cold air blowing through the vents when turned on.There is cold air coming through when the car is travelling fast but there is absolutely nothing when the car slow right down or stops...

Sometimes this is caused buy a vacuum problem. It is not opening the door to let your air in at a slow speed. The doors are opening at high speed due to the air pressure from the outside air. Make sure that the fan is runnig by turning your ignition on but not starting the engine. Turn the fan on high and see if you can hear it. If the fan is running then take you car to a mechanic you trust and have them check the vacuum going to the door.

No heat or cold air will come out of my2004 Mitsubishi Galant. I took off the dash panel behind the glove box to get to the Blend Door Motor, but after turning the air from hot to cold at various speeds,...

Does the air blows through the dash board vents. Does the selector is functional, that means you can force the air stream through wind shield, or vents or down to the legs. If these things are OKthen check CONTROL PANEL.
Remove the trim plate surrounding the center instrument panel. Detach the electrical connectors and remove the control panel.

Air conditioning is cold and then all of sudden the cold air stops but the air continues to flow. What would cause this? tried to put in freon but didn't seem to take any.

Low charge is probably the problem. Try a fill kit from autozone. Look under the hood for leaks. They will be oily dusty spots on the 1/2 inch steel lines. Usually at the connections.

Air conditioning compressor will not kick in,

If it is above 100PSI, you are over charged. Any thing under, should be normal to low. You probably need to get it checked by a professional to make sure it has the correct charge, and the compressor is getting power when the switch is turned on.
