Hi, Check the fan motor it could be the problem. It maybe why the fuses are blowing. It is lacated under dash right side. Check motor connections, and grounds.

Window won't roll down, powersteering doesnt work, spedometer doesnt work, ac doesnt work. all this happend when i charged the vehicle

Hopefully all you blew was some fuses. Need to check all fuses under dash & in relay/fuse box underhood. Easiest way, hook up test light to ground & test across all fuses. If blown 1 side of fuse will get power, but not the other side.

2000 Pontiac Sunfire heater fan not blowing. I took it to the mechanic and he replaced the resistor and it worked for 2 days and then blew the 30amp fuse. He said he then removed the blower completely and...

About the only thing left that hasn't been replaced is the fan control switch itself; it may have disintegrated internally. You didn't mention if the fan motor itself had been replaced but I assume it was not in the system when the fuse blew again.
Not on GM products, but I have replaced a power connector that had (because of lousy internal contact) melted and allowed a ground contact to come into contact with a 12 volt line.

A/C/Heater blower motor may have an internal short or the blower motor resistor may be going bad. replace the motor and see if it fixes the problem, if it doesnt then a more in depth search may be in order by a repair shop.
