Cheap solution: Disconnect your negative battery cable for ~20-30 mins, re-connect it, and see if that fixes it. Some cars' computers go wonky if a KAM (Keep Alive Memory) isn't used. This might reset it. Otherwise, check eBay or a local dismantler for some used, same-year gauges. They go for ~$50/less plus shipping. Replacing it is more time-consuming than it is difficult, and the Chilton or Haynes manual should have the instructions.

So does the Trip odometer work? Does the odometer work? If you answer is "sort of", does the odometer return to the same mileage every time your 2003 Saturn VUE sits overnight? The VUE has an all electronic odometer sensor that is in the transmission, so you may need to replace that. I also agree with JDCamped that those wires may need replaced, but the mice? I would think burned/shorted in a wiring harnes is far more common and you should see a "Check Engine" light. The cluster just shows the data from the sensors, if they are blank, then that is the cluster.
i can tell you this was a very common problem on the 91-94 S series instrument cluster, so common that an odometer repair kit was sold on eBay for just a few bucks. so you could go look at eBay and see if there is an odometer repair kit for the 00 & 01 S series as I think they were not made after 01 and the 95-99 clusters were different. A search on www.youtube.com always turns up interesting Saturn repair videos.
Your speed sensor has failed. The vehicles speedometer is not cable controled, it's controled by a sensor in your transmission. It's a easy fix, but the new sensor is about $80 to $100 depending on where you get it.
The problem is your Body Control Module,located on top the glove box.It will need replaced & programmed to fix.Costs about $300.00 It also has to be new due to mileage being stored inside.Hope this helps
