With the car running and in park, remove the transmission dipstick.
It should be at the full mark.

Sounds like the rear main oil seal on your motor is leaking. In order for it to be replaced, the transmission has to be removed. Not an easy task for the backyard mechanic.

I have a 2002 jeep grand cherokee lerado with a 4.0 my oil pressure is normal when i drive but when i stop my pressure goes low

A low oil level will cause this. If the oil level is fine, then you need to have a mechanical gauge to verify the pressure is really low and that you don't have a bad oil pressure switch. You could try replacing the switch first if you don't want to put an oil pressure gauge in the vehicle. If the pressure is indeed low and the oil level is normal then replace the oil filter to see if that brings the pressure back up. If the pressure is still low, remove the oil pan to check the pick-up tube for debris. If it is clear of debris then you'll be needing to replace the oil pump. Another possible cause of low pressure is a damaged rod or main bearing and would require the engine to be rebuilt.

My oil pressure gauge immediately goes to H when ever I start the engine. The oil level is normal and the engine seems to be running normally otherwise.

YOUR IOL PUMP IS NOT OPERATEING PROPERLY ITS PRODUCING TO MUCH PRESSURE.APPARENTLY THE SEALS ARE WORN. SOLUTION REPLACE OIL PUMP IT'S CHEAPER THAN REPLACING THE ENGINE.

Fill the oil level on a 1994 Jeep Grand Cherokee,

yes you should remove the access. This will cause the engine to drown in a sense and have to fight. It is always safe to put in not enough to too much. You onlt have a certain amount of oil that can be placed in the pan before it runs up into your cylinder heads and can break the seal on the gasket. Then you would have to pay to get the cylinder head gasket replaced.
