I have recently installed a new pump so I do not feel this is the problem. I also feel that the drive belt is adjusted properly.
The steering gets hard to turn and almost locks up when you are at idle speeds or slowing down to make a turn. When you are driving at normal speeds it acts ok. It also does not start acting up until the oil is hot or warmed up.

check your balljoints. jack up the wheel and try to move it side to side and in and out. if it moves more than a minimal amount your ball joints could be bad and you will need to takeit in and they can let you know how close the are to breaking.
This noise is the power steering pump, it is very common on all Fords that use the Ford style round resovoir pump, make sure u have the system flushed out before u install the new pump or the ground up parts of the old pump will ruin the new one.
