I have found the relay at my local auto parts recycling center, after many hours of troubleshooting, I also found the PCM to be faulty. A replacement computer is on order. This model has been modified by prior owner removing the inertia safety switch. A replacement is also being sought. A similar problem occurs when the ECT (engine coolant temperature) sensor is destroyed.
Whatever you do, DO NOT REMOVE THE INERTIA SAFETY SWITCH. This does protect the fuel pump and related circuit. Also linked to the fuel pump circuit is the main relay, and the injectors.
If you find the thermo fan starting within seconds od rotating the engine, the problem is the main relay earth, PCM (needs replacement) and/or the fufel pump relay. This is known as LIMPO HOME MODE.

Won't crank? Problem is with starter-have it tested.
If it cranks and won't start, check for spark at one of the spark plug wires. If no spark when the engine is cranking, the ignition circuit is the problem.
There is a safety cut off for the fuel pump. They call it an Inertia switch and it has a reset button on it. Usually this switch is either behind a front kick panel or in the trunk.
Look in your Web Browser for a topic like "1993 Festiva Inertia switch location" and for the part under "1993 Festiva Inertia switch".
Wiring diagrams are free at Autozone.com after registering your vehicle. But toggle to the bottom Help areas, chose the free categories as there are pay sites too.
they used to be under the steering wheel red in colour the problem is a dry solder joint in side we use to open them up and resolder them it cuts the fuel of when the engine stops to stop the fuel pumping
The pump should have a fuse in the fuse block. You need to check for power in the fuse block and you need to check power to the pump relay.
Sometimes there is a fusible link to the Relay. If you check the connector terminals for power where the Relay plugs in, you can determine if the fusible link has blown. You could have already replaced the bad parts and now need to restore power to the Relay.
