Once you have checked your fuses, relays, bulbs and you still have the problem check to see whether your earths are good with a multimeter or even a test light.

Sorry some use the term grounds, check around the lights to see whether the wires have good ground conections or even at the fuse box, you need to check to see if you are getting power to your lights or even power to the relay or fuse.

Low beams don't work on my 1996 honda civic. I have replaced the fuses and they still dont work

The most likely cause of both low beams not working, besides the headlamp bulbs is the head light switch assembly. It can be changed without removing the steering wheel.

Low beams don't work on 1997 Honda Civic

If your high beams work and your low beams do not work... try changing the light bulbs first. The low beams can burn out and the high beams still work.

if both high beam lights wont work then it has got to be a problem with either the high beam switch or the relay

Headlights not working

I have a 88 civic with 450,000 miles on it and I feel your pain. your civic has indiviually fused head lights. the fuses are under the hood. that being said there is a possibality the bulbs are just bad. if not that the low and high beams of each light are fused seperately, all in the same place under the hood. If it isn't that then it will probably be like me and be the dimmer switch on the turn signal switch.
