Question about 2000 Toyota RAV4

Open Question

2000 RAV4 Cruise Control

When I am driving in cruise control the car will lurk and the overdrive will turn off.
This happens randomly, uphill, downhill, or flat road.
Sometimes I can go 50 miles before it happens.
Sometimes it does it a few seconds after turning the cruise control on.
If I click the coast switch, the overdrive will turn back on immediately.
If I click the accelerate switch, it will turn back on in about 5 seconds.
Clicking the overdrive switch has no effect.
Pressing the brake or turning off the cruise contol will turn the overdrive
back on.
When it is working right and I am going uphill the car doesn't lurk when the
overdrive turns off, it is a smooth transition.
Toyota service did a test drive but I guess it didn't do it for them
so they couldn't do anything.

All Toyota auto trans cars downshift when descending a hill when you tap the brake. This is called "Downhill Shift Logic"; what this is for is to eliminate the double shift when you come to the bottom of a hill and then accelerate. Normal condition. Usually happens above 38 MPH.
Also: The cruise will accelerate when going uphill. Normal condition.Plus: The cruise will not disengage back to the set MPH after you top the hill. Toyota recommends to disengage the cruise when encountering steep terrain.

Car randomly accelerates without pushing down on pedal and cruise control is not working

It sounds to me like a problem with cruise control? Turn it off and/or unhook it, drive it a bit and see if accelerating problem goes away? If it does, you need to troubleshoot the cruise control. Any applicable trouble codes?
That sounds dangerous to me, I'd disable the cruise control till you find the problem.
I don't know what testing you have done?

Vsc light on, cruise control light flashed and cruise control will not set.

There is a malfunction in the vehicle skid control system, there are many things that can cause this, when this happens the cruise control is also diabled causing the light to flash, what you should do is to have a repair shop or toyota dealer connect a diagnostic scantool to the car's computer to get the trouble codes and diagnose what the problem may be.

A vehicle speed sensor provides a signal for the cruise control and also for the ABS braking and the overdrive function. I would start with finding the fuse for the cruise control in your owners manual. Also some cruise controls have vacuum lines attached, if so, check for cracked or broken vacuum lines. Good luck.

Cruise control problem

There are 3 places on the Rav4 where fuses can be located and checked. for the cuise control.

The back of the cruise control stacking switch has been know to fail (fall apart) and Toyota issued a TSB with replacement switch.

if it is the fuses then they most likely are related to cruise control system: Stop, Dome, Gauge and Igniton
The interior fuse box
The main engine fuse box (by brake fluid)
Cruise control ECU is under the glovebox.
Cruise control actuator is under hood (by driver side brake fluid/booster)Throttle position sensor (to detect if your foot is on gas pedal)
Cruise control switch on the clutch pedal too (if you have 5spd manual)
Brake lights are the deactivate signal for the cruise control

My Cruise Control Wont work, is there a special way to turn on the cruise, because the sign for cruise comes up but it doesnt cruise

First, your car must be in gear and driving approx more than 60 km an hour
Secondly, using the Cruise Stalk switch turn the Cruise on, the dash should now have a lit icon for cruise power (green).
Once you have the desired speed, gently press the button on the end of the cruise in to set your speed. Remove foot from throttle and confirm cruise is active. Another dash light should come on as well (orange)

Failing that, if it doesnt work the usual suspect like fuses and the brake pedal micro switch should be looked at...

Cruise control will not consistently engage, will kick off when hitting a bump in the pavement or encountering a change in grade, whether uphill or down

The switch on the brake pedal needs adjusting. Turn it in until the button is completely depressed, but not so far that it actuates the brakes.
