Some cars have an ignition module with two sections; one for low RPMs and one for High RPMs. You could also have a clogged exhaust Cat Converter or muffler, or possibly a bad coil supplying weak spark or bad plug wires, or even bad fuel filter/regulator/pump.

Where is the air control sensor in a 2001 oldsmobile silhouette?

It's called IAC - idle air control valve > Did the RPM'S stay at 2000 or drop back down ? The PCM engine computer controls IAC valve according to engine load . Put it in gear , turn on electrical loads , headlamps , A/C etc... an the RPM raise's up so engine will not stall . More then likely the throttle plate needs to be cleaned , they get gummed up an stick at higher idle . Quick Tip Throttle Cleaning EricTheCarGuy If the IAC valve were gummed up the idle would be low or erratic . On some engines a vacuum leak will cause high idle . Videos on youtube checking for vacuum leaks .

I have a 2001 Ford escape xls 4x4 2.0 4cylinder and when driving down interstate at 75 mph in 5th gear my rpms are running at 3500. Is this normal or what would be causing this? It sounds like it needs a...

That is a typical RPM at that speed for most 6-speed 4 cylinder engines. The reason for this is that they have a much lower power output at lower RPMs (due to lack of torque), and the engineers want for you to have SOME acceleration to get up little hills.

Nissan 1400 bakkie not reving over 5000 RPm

Ihave never owned a car or truck that i needed to consistently needed to exceed 5000 rpm. Check your manual and see what the average operating rpms should be. Unless it is a ferari in disfuise its probably not meant to run in that range.

My 2001 cavalier has service light on and when i put it in reverse the lights blink off and on also the TC light came on on the panel and now the rpms are flickering up and down and is running rough

Sounds like you have an engine management problem which can only be confirmed by plugging it in to main dealer computer.
Before taking to your local dealer you may want to check all earth points for loose or corroded connections and if possible check wiring loom connection into the back of dashboard/speedo/rpm gauges(this will require taking dashboard apart so if your not confident about doing this dont, leave to dealer)
both of these can give the faults your experiencing

Im not happy with a max speed.

Thats the limit with the tire speed ratings. The only way to get around it is from a hacker that can disable the speed limiter in the computer. Your car doesnt have the horsepower to go to 5000 rpm in 5th gear.

Engine surges at rpm over 1500

Look for a vacuum leak (lines and intake), Is the engine light on, were any codes present? A faulty EGR or IAC could cause the problem too. Check the throttle cable for any restrictions.

4000 rpm at 70 miles per hour

You should have another gear "5th" at 70mph your tacho should read about 2500 rpm.
Make sure you don't need to depress something or push the gear stick against a spring to select 5th.
Is there a gear layout on top of the gearstick knob, do you have 5th gear on there?
The highest gear ratio is a little over 1 to 1 so at 70 mph you would expect 3500 rpm, but, it is a little over 1 to 1 so it will be closer to 2500rpm.
