Which fuse in the fuse box is for the power windows

Check fuses on panel, then check all connectors, check for kinked or frayed wire, then lastly, the circuit board for your panel! Not an easy task as you are checking for continuity between connections. If its the circuit board on your arm rest I would suggest a junk yard for a known good operating board. Make sure they have some type of guarantee as these are expensive new! Hope this helps Interior Fuse Box Location 2003 2009 Lexus GX470 2007 Lexus GX470 4 7L V8
The video above shows how to replace blown fuses in the interior fuse box of your 2007 Lexus GX470 in addition to the fuse panel diagram location. Electrical components such as your map light, radio, heated seats, high beams, power windows all have fuses and if they suddenly stop working, chances are you have a fuse that has blown out. If your GX470 is experiencing electrical problems, you should always check the fuses first, because they are relatively easy to check and cheap to change. Some Lexuss have multiple interior fuse boxes including in the trunk - the video above will show you where the interior fuse box of your 2007 GX470 is located. If your GX470 has many options like a sunroof, navigation, heated seats, etc, the more fuses it has. Some components may have multiple fuses, so make sure you check all of the fuses that are linked to the component in question.

If you need to replace a blown fuse in your GX470, make sure you replace it with one that has the same amperage as the blown fuse. If checking and replacing the fuse for the component in question doesn't work, we recommend seeking assistance from a trusted professional mechanic. They should be able to figure out if the component needs to be replaced or if there is a short or some other problem with your GX470.

No interior lights both power outlets in front don't work

you blew the fuse. replace it.
open glove box, see guide. (free at all dealers) see fuse section?
or test all fuses.
only 2 ways, one is harder.
or go to alldata.com and look there, all is there, full electrics for sure.

Headlights don't work

The front control module controls all of that and they go bad all the time. It's bolted to the fuse box under the hood

Wont start, no headlights, power windows, horn, heater controls, or guages. Taillights work and doorlocks work as do all the interior lights

I think I would suggest checking the fuses again.
There are two cables coming off the positive battery post. You would need to trace those cables to find out which fuses are dead and alive rather than just blown.
I'm showing a 50amp fuse and a starter relay in the power distribution center near the battery along with a dozen or more fuses for other main circuits. One of the circuit bars could be damaged under the fuse box.

Show me the right fuse to replace my headlights and blinkers

When you turn on the headlights or hazard lights, and when you use the turn signals you should hear clicks from under the dash. All the exterior and interior lights are controlled by the Lighting Control Module which is typically under the dash to the right of the steering column. If you do not hear clicks when you try the headlights and signals, and the interior lights do not work then the module is not operating. Your operator's manual will tell you which fuses are for the module. If you don't have the manual, you can find blown fuses with a fuse tester, voltmeter or by checking with an auto parts store like O'Reilly or Autozone, who will give you the info for free and may even help you find the fuses. Inspect the fuses and replace any blown fuses. If the lights still do not work, there is most likely a problem with the module which will need to be replaced, or there is a short in the wiring to the module from the fuses. It's possible something fell into the module and is shorting it out. If any electrical work was done, the work may also have shorted the wiring.

So the checking order would be: 1) Check the fuses, 2) check for wiring shorts and damage, 3) replace the Lighting Control Module. If you do replace the module, be certain to get the correct one for your car (the modules should look the same) and make sure the jumpers on the board are in the same positions as in your original module.

Multi faceted electrical gremlin... Headlights (almost) constantly on. Once you turn the on they don't turn off, sometimes after disconnecting the battery they will turn off but not usually. Also, dome...

I love gremlins. ok first thing first. the headlights, you will see a fuse box in the engine compartment near the battery. remove the cover and you will find fuses and relays. if there is no label showing you which is which (look under the lid you just took off), feel them. the one very very hot is the one that controls the headlights (if they are stuck on a the time you do that.) replace that. it should sort out your headlight issue and possibly the interior lights.
now on to the interior lights. you haven't mentioned a blown fuse, i presume you did check them. same thing. check all the relays for one that is very hot, your door would be open anyways so the interior lights will be on at the time. replace that relay.
as a side note the headlight issue could be caused by the daytime running light module often bolted right to the firewall.
Those would be a good start and hopefully slay the gremlins
