Before spending a ton of money on a new oil pump, I would replace the oil pressure switch. This is similar to an O2 sensor as far as removing and replacing. It is threaded into the block on the driver side back of the engine underneath the exhaust manifold. I was able to get mine out with a deep well 1 1/16" Socket. New switch is probably less than $20.
Nayana is wrong about the oil pump on the 2005 neon it is on the front of the engine not in the oil pan
I just replaced my oil pump on my neon 2005 labor and all was over a 1000. I also had them replace the timing belt and water pump at the same tine. The deal is that the oil pump is in the front of the engine. They have to remove so much in the front that it made more sense to just go ahead and do the other. It saved me in labor. i have a 2003 dodge neon and mine does the same thing and i had the oil changed by the dealer, its full of oil as well, they put just a tad over in it and the light comes on and blinks for second then goes off and the only thing i do is let the oil go out on its own and get to the level its supose to be and once it gets to that it will stop, well it should but if you want to be sure have it checked out. i hope this helps you out, let me know if it does.
