My alternator is only putting out 10 volts. Had it tested at Autozone 3 times and it checked out O.K. each test, replaced the battery and replaced the SBEC (the new one didn't work, the truck would not even start) put the original back in. Truck has an active alarm w/ fuel cutoff looked at all the wires could not find a short anywhere. I need help. Maybe the pinout for the SBEC or a way to bypass it?

The altenator isn't putting out enough volts. it needs to be putting out atleast 13 volts or better. maybe the altenator isnt' putting out enough volts to operate the sytstem to it's full capacity. i suggest getting a new altenator.

The way to check for an over or under charge is to connect your volt meter to the battery, before starting the vehicle.
You should have a reading of 12.5 to 13 volts. If it's 11.8 like you stated or less, it means battery is not fully charged, or it's bad. Now start the car & check voltage again while running the engine, the voltage should exceed 14+ volts, this means your Alternator is charging, the voltage should drop after battery has been charging for awhile. When you turn the engine off after letting it charge the battery, & if the battery is good, you should now have 12.5 volts to 13 volts.
Now to answer your question, the Voltage Regulator is inside of the Altenator, I believe you xcan take the alternator apart to replace it, or simpler to just replace the complete alternator.
use a volt meter and check the voltage with the engine off. should be 12 volts then check again with engine running it should be 13 to 15 volts if no then the pcm is at fault. the voltage regulator is inside the computer control and you will need to have it checked out at a dealership. if bad will have to replace the computer on van to correct the charging system. hope this will help!!!
The battery light means your car is running off the battery. check out your alternator,your alternator belt, and yor battery connections. Most auto parts stores will check your alternator for free!
The bid cable on the starter may have had another wire on it that the alternator charges the battery threw,it may not have got reconnected,or the fusible link in that wire may have burned into.Or plain and simple the alternator went out.Check these things out and remove the alternator and have it check out to see if it is working properley.
With the battery light on and at 14 volts I would suspect that the diode trio is going out and over charging the battery, first check that the battery has fluid in it all the way if it does then have it load tested at a battery shop like all state or sears or any parts store can do a load test for you. Just because it's putting out 14 volts does not mean it's putting out enough amperage, the light is giving you fair warning of an impending problem, have it checked at AutoZone or shucks it does not cost nothing and they can test the alternator output as well.
i presume you live in a warm climate for one thing. the voltage regulator appears to be going bad... the problem with that is most modern alternators have them built into the starter. you may be able to r&r that part or you may have to replace the alternator.
If i remember right autozone will test it for free tho i'm not in the states myself so i'm not sure.
