What year model is it? if it's 05 or better take it back to the dealer ship, it's more than likely going to be a sensor.

Foxguard jp2 immblsr on triumph stag will not de activate or go into service mode.Ignition switch operates as normal but dash lights stay off wipers and washers dont work .

Your half way there. All you need is a wiring diagram to trace the wire from the ignition to that fuse. Most likely it is one wire from the ignition, then it splices to the different fuses. In my experience the splice fails(corrosion), Some times you loose one area, some times all. Depends on which side of the splice is corroded the most. Splices are hard to find. Even harness diagrams can be as much as 2 feet off. I usually find the color code of the wire and run a new wire. In your case, it would be from the ignition switch to the fuse panel.

I hear a ticking sound on my engine what could it be

You do not say whether the engine is running at the time that you hear the ticking. It is not uncommon to hear a fuel pump ticking before an engine is started if the ignition is switched on. This is simply the pump pushing fuel up to the engine if it has drained back in the fuel lines slightly, whilst the vehicle was parked.
In some cases it might indicate a faulty pump.

Does the car have a normal oil level on the dipstick? The behavior is consistent with a broken timing belt except for the part about the temperature gauge going to the top which would indicate overheating or a faulty gauge.

I HEAR TICKING IN THE ENGINE AND IM NOT SURE IF IT IS MY TIMING OF A LITTLE OR WHAT

The ticking is most likely to be the injectors. You will hear these prior to the engine starting when the ignition is at position two as the fuel pump builds pressure in the fuel line. If the ticking is loud and can be heard after the engine has started this could be a noisy cam shaft. Make sure your oil levels are OK and if the engine is running fine and pulling well do not become overly concerned about additional engine noises. If the engine starts to misbehave then that is the time to chase these noises down.

If you turn the key and you hear a click and the motor is not moving your starter is probably bad. Everything can work on your car and the starter can be bad all by itself.
Check and see if your wiper is inthe correct position, sometimes we accidently move it without knowing.

check for water intrusion on left side of dash. just above the fuse panel (or on backside) if this is so..the GEM module may have been damaged...for short term to drive the truck...turn the key to the on position without starting truck...shift into neutral, then start the engine....you can now drive the vehicle until fixed...hope this helps!

1996 VW Golf -

Sounds like you have a electrical problem. Alot of VW's have electrical problems that VW won't recall. Check for burnt wires under drivers side dash but you have to remove the black cover. Fuse box located to the left striaght up. And if the elecrtical is messed up it will be expensive to fix.

Front wipers stopped working but you can hear the motor run also

If the wipers were buried under snow/ice or frozen to the windshield, you may have blown the red 10 amp fuse located in cavity 9 in the fuse block located on the bottom left side of the instrument panel near the parking brake pedal.
In order of easiest to check:
1) ensure wipers not frozen to windshield.
2) ensure wiper arms are not loose on the pivot stud,
3) check the red 10 amp fuse.
You stated that "you can hear the motor". Which motor do you hear? The engine or the wiper motor?
If you hear the wiper motor, then the fuse is alright. Try 1) and 2) above.
